O James L. e M Nellie. Westlake Scholarship Foundation was established in 1981 pursuant to the provisions of the wills of James L. e M Nellie. - Be Missouri residents,
- Be graduating seniors at Missouri high schools who plan to enroll in a full-time undergraduate course of study at an accredited four-year college or university,OR Have completed one or two full years at a Missouri community college with sufficient credits to permit transfer to an accredited four-year – college or university at the sophomore or junior level, respectivamente.
